This is a matter entirely for the discretion for the local police force as to whether they offer you a course.  But having 9 points on your licence does not invalidate you from being offered a course.

If you have received a notice of intended prosecution and have returned the paperwork to the police force admitting you are the driver, the best advice is to wait until the Police send you further correspondence which will outline the choices you have.
